Dear David,

Scrutiny of the Welsh Government Draft Budget 2015-16

Thank you for your letter in relation to the draft Budget 2015-16, which was very helpful in informing the Committee consideration.  A number of the issues raised in your letter have been referred to in our report on the ‘Scrutiny of the Welsh Government Draft Budget 2015-16’ which has been laid today. 

As you will be aware Health is one of the Government’s stated priorities, and significant additional funding is being allocated to Health as a result of the Nuffield report.  Members of the Finance Committee have raised concerns that this additional funding is not accompanied by any firm guidance in relation to the reform expected.  As such the Committee has come to the following conclusion:

The Committee has concerns around the reform of the health sector and will be notifying the Health and Social Care Committee of these concerns with a recommendation that they undertake a piece of work on health reform before the end of this Assembly.

The Committee would be grateful if your Committee could consider undertaking a piece of work on the reform of the health sector following the allocation of significant additional funding.  Further background on the evidence we have received in this area can be found in the Committees report.
